System of testing and stamping in the Republic of Croatia

The system of testing and stamping (certificataion) of precious metals articles in the Republic of Croatia is regulated pursuant to the Law on the Surveillance of Precious Metals Articles (Official Gazette no. 76/93) and the belonging bylaws (decrees, ordinances). According to the abovementioned law, testinga nd stamping of precious metals articles in the Republic of Croatia is performed by the State Office for Metrology (DZM) through its metrology departments (OMPs) in Zagreb, Rijeka, Osijek and Split. In this way, the activity of testing and stamping of precious metals articles is divided into four parts, so that all the subjects that are subject to the obligation of testing and stamping (certification) of precious metals articles, submit these articles for testing and stamping to one of the abovementioned metrology departments (OMPs), depending on the location of the headquarters of the company. The Law on the Surveillance of Precious Metals Articles (Official Gazette no. 76/93) and its bylaws also prescribe who, when and in which case is subject to the obligation of testing and stamping of precious metals articles (jewelry) in the Republc of Croatia.

The Law on the Surveillance of Precious Metals Articles (Official Gazette no. 76/93) regulates the obligatory marking, testing and stamping of precious metals articles which are manufactured, imported and put inot service in the Republic of Croatia.

According to the Law on the Surveillance of Precious Metals Articles, platinum, gold, iridium, silver and palladium are regarded as precious metals.

In accordance with the Law on the Surveillance of Precious Metals Articles, the articles made of platinum, gold, silver and their alloys with palladium, iridium and other metals, which have the prescribed level of purity pursuant to the provisions of the abovementioned Law, are regarded as precious metals articles.

Iridum in the alloy of an article made of platimun is considered to be platinum, in accordance with the abovementioned Law.

Gilded silver articles are considered to be silver articles, in accordance with the abovementioned Law.

All the precious metals articles from Article 2 paragraph 2 of the Law on the Surveillance of Precious Metals Articles have to bear a mark of the manufacturer and mark of purity after the production and have to be tested and stamped with a purity stamp of the Republic of Croatia before being put into service.

The mark of the manufacturer, mark of purity and the state stamp are stamped into the precious metals articles.

When is the obligatory marking, testing and stamping of precious metals articles not performed:

The obligatory marking with manufacturer's purity mark, testing and stamping of precious metals articles with the state stamp is not performed in cases of:

  1. Precious metals articles of older production which have a special cultural, historical or artistic value; 

  2. Semi-manufactured precious metals articles and their alloys used in the industry; 

  3. Instruments, devices and their parts which are used in the field of science, health, production and laboratory testing;
  4. Remains of precious metals after the production;

  5. Gold and silver money; 

  6. Precious metals articles which are completely covered with enamel or studded with precious stones, pearls or similar objects;

  7. Holders for precious stones, pearls or other objects, with the negligible mass of the precious metal in relation with the total mass of the object; 

  8. Alloys for soldering on the basis of silver, platinum or palladium;

  9. Precious metals articles or their alloys which are personal belongings of individuals.

 

Precious metals articles with the mass of less than one gram do not need to be marked with the mark of the manufacturer or the purity mark.
